INAOE and the Government of the State of Puebla announce project to train young people in the design of integrated circuits

Santa María Tonantzintla, Puebla, January 30, 2025. The National Institute of Astrophysics, Optics and Electronics (INAOE), a center of the Secretariat of Science, Humanities, Technology and Innovation (Secihti), and the Government of the State of Puebla launched the Electro Tlalli call, which seeks to train high school and university students in the design of integrated circuits.

The call was announced today at a press conference with the Governor of the State of Puebla, Mtro. Alejandro Armenta Mier, who reiterated his commitment to make Puebla a hub for scientific and technological development. Dr. David Sánchez de la Llave, Interim General Director of INAOE, and Dr. Celina Peña Guzmán, Secretary of Science, Humanities, Technology and Innovation of the State of Puebla (Secihti Puebla), also spoke about this training project.

Dr. Peña Guzmán said that Electro Tlalli is a workshop in Spanish and Nahuatl for the entire state whose goal is to train young people in the area of semiconductors. This is a very ambitious program, she added, “because we believe that we have to bring science to all corners of the state as a policy of social justice.”

She added that the Electro Tlalli workshops, directly linked to INAOE, will be free.

Dr. David Sánchez de la Llave said that one of the fundamental tasks of INAOE is the training of human talent, which is the basis for the growth of any country: “This project gives us the opportunity to actively participate in this.”

He pointed out that INAOE has a long tradition of collaboration with BUAP and other public educational institutions in the state: “at the Institute we are very grateful for the collaboration that the State Government provides us and very excited about all future projects.”

In his message to the media, Governor Alejandro Armenta said that Puebla has a model of social bioethics based on Mexican humanism, which implies strengthening technological capabilities in all sectors of the economy.

This, he estimated, “will allow us to achieve the purpose that we set out in the campaign: making Puebla the Silicon Valley of the south-southeast of the country.”

The Electro Talli project is aimed at high school and university students in the state of Puebla. Its objectives are to train young people in integrated circuit design, facilitate the design, manufacturing and characterization of integrated circuits, reward talent and motivate young people with unique opportunities for advanced learning.

The program will include theoretical training sessions, practical workshops and weekly consultation sessions. The first edition will take place on February 7 at INAOE. Registration is individual, but participation will be in teams of at least two and a maximum of five members. Each team must have a teacher, who will be part of the team and will be included in the limit of five participants.
